The Geelong Regional Library Corporation (GRLC) Board has unanimously appointed David Semmens as Chief Executive Officer following a comprehensive national executive recruitment process.

Mr Semmens has served as Acting Chief Executive Officer since February 2026 and brings more than 18 years' executive leadership experience across local government and regional service organisations, together with a deep understanding of Geelong Regional Libraries, its people and the communities it serves.

Board Chair, Councillor Liz Pattison, said the appointment followed a rigorous and independent recruitment process led by the Board's CEO Employment and Remuneration Committee, supported by executive search firm Korn Ferry and Independent Advisor Bret Ince.

The Board was committed to undertaking a thorough and merit-based recruitment process to identify the best possible leader for Geelong Regional Libraries. Following a national search and comprehensive assessment process, we are delighted to appoint David as our Chief Executive Officer.

The Board's decision to appoint David was unanimous, reflecting Directors' confidence in his leadership, strategic capability and ability to lead Geelong Regional Libraries into the future.

David has demonstrated calm, considered and values-based leadership as Acting Chief Executive Officer. Combined with his extensive executive leadership experience in local government, his strong relationships with our member councils and communities, and his deep understanding of our libraries, the Board has great confidence in his ability to lead Geelong Regional Libraries.

His appointment provides continuity of leadership and builds on the strong foundations already i in place, positioning Geelong Regional Libraries well for the future.

Mr Semmens said he was honoured to have been appointed to the role.

It has been a privilege to lead Geelong Regional Libraries in an acting capacity over recent months, and I am honoured by the Board's confidence in appointing me as Chief Executive Officer.

Libraries play a vital role in strengthening communities through knowledge and connection. I look forward to continuing to work alongside our staff, Board, member councils, the Victorian Government, Public Libraries Victoria and our many community partners to build on our strong foundations as we continue to deliver outstanding library services for our communities.

Mr Semmens will commence as Chief Executive Officer on 3 August 2026.
